Matthew Sankey won the Speldhurst & Bidborough by-election after a hard fought campaign by 58 votes.
This leaves the Conservatives as a minority with 23 out of 48 seats, Alliance with 6 seats, Liberal Democrats with 13, Labour with 5, and 1 independent.
